This report focused on the Arizona Department of Corrections Administrative Services and Information Technology subprograms. First, the Department faces numerous challenges in maintaining its prisons. Although the Legislature fully funded the Department’s share of the State’s building renewal formula for fiscal years 2002 and 2003, these amounts will meet only approximately one-quarter of the Department’s $82.7 million in major building project needs. Such extensive needs require better management of the Department’s contingency funds. A prison facilities study committee could also help the Department establish a facilities master plan and explore possibly removing prisons from the Department of Administration building system. Second, insufficient oversight and planning impede the Department’s information technology (IT) efforts. Historically, insufficient oversight led to limited tracking of costs, major projects, and consultants. The Department has begun to address these deficiencies through a recent reorganization of IT operations. However, the Department needs to take additional steps to improve planning so as to focus IT efforts and better justify future projects.
