The Department has substantially improved security in almost all areas. However, the Department still has to operate some facilities where the poor design or the type of buildings diminishes staff and inmate safety. For example, the Department uses tents, converted hotels, and other units that are inadequate for correctional purposes. Additionally, the Department has implemented many effective policies and practices designed to monitor inmates’ location, control their behavior, and prevent escapes. However, there are too few staff to monitor inmates in some critical areas. The Department should determine the number of staff needed to adequately fill critical posts that monitor inmate activity.
