The Department should take several steps to better oversee the information systems for which it is responsible. Specifically, the Department needs to improve its information security procedures and request that the Legislature give it authority to enforce minimum-security requirements that state agencies must follow related to the State’s new state-wide voice and data network called AZNET. Additionally, the Department’s Telecommunications Program Office needs to oversee the inventory of telecommunications equipment and ensure the contractor develops an appropriate security plan for AZNET. Finally, the contractor that is providing telecommunications services to all state agencies will use a new billing system, but agency spending for these services will be held at fiscal year 2004 estimated amounts until fiscal year 2008 when the contractor’s prices will go into effect.
