ADOT - Highway Planning and Engineering Functions

This report addresses ADOT's efforts to plan, design and obtain the right-of-way for future highway projects. Although ADOT recently expanded its efforts to obtain input from its stakeholders and the public, these stakeholders report that they still know little about how ADOT actually decides which projects to construct. This problem could be alleviated if ADOT made greater use of criteria and data when selecting projects for construction. In addition, several improvements are needed in ADOT's Right-Of-Way Unit. First, ADOT often pays more than is necessary to relocate persons who are required to move because of a highway project. Second, ADOT lacks a systematic method for identifying and selling excess lands. Finally, ADOT needs to ensure consultants are effectively used within the Right-Of-Way Unit.
