This report addresses the need for DPS to upgrade its existing analog microwave communications system to digital technology.  Manufacturers no longer make analog microwave radios and no longer guarantee that repair parts will be available in the future. DPS estimates the upgrade will cost approximately $55 million and will take 5 to 15 years to complete, depending on the availability of funding and staff. Before seeking funding from the Legislature, DPS should develop a comprehensive plan that includes operational requirements, such as the additional buildings and towers needed, as well as the associated costs and timeframes for completing the project.

This report also addresses the impact of numerous staff vacancies that are expected to occur over the next three to five years due to retirements, combined with vacant positions that are hard to fill, on DPS’ ability to convert to digital technology.
