This report focuses on several functions within the Arizona Department of Transportation, Motor Vehicle Division (MVD) that produce or affect the revenue generated for the State.  Specifically, MVD should take various steps to improve the cost-effectiveness of its recently established vehicle registration compliance program.  MVD also needs to improve its fuel tax refund process to help ensure that claimants receive accurate refunds.  Additionally, while the hundreds of fees charged by MVD generate significant revenues for the State, MVD should continue with its efforts to examine these fees to ensure they are needed and sufficient to cover the costs of the services provided.  Finally, MVD needs to institute stronger cash-handling procedures to better safeguard the millions of dollars in mail-in vehicle registration renewals that its Renew-by-Mail Unit processes.
