The Arizona Auditor General’s Office is requesting proposals from qualified firms to conduct an economic and fiscal impact analysis of the operation of the City of Phoenix Convention Center. The analysis shall estimate the effects of direct, indirect, and induced economic activity in the State of Arizona from regional and national conventions and trade shows held at the Convention Center. Specifically, the analysis should estimate the gross and net amount of revenues from income, sales, excise, use, and luxury tax received by the State of Arizona General Fund attributed to the operation of the Convention Center. In addition, the analysis shall estimate the average annual attendance at regional and national conventions and trade shows. The economic and fiscal impact analysis and estimate of attendance shall be completed assuming the expansion and renovation of the Convention Center had not been completed, and for the completed facility.
An economic and fiscal impact analysis of the Convention Center operations from 2009 through 2013 was completed in 2014. Further, economic and fiscal impact analysis updates were completed annually for each year ended on December 31, 2014 through 2018 and reports are available on our website at https://www.azauditor.gov/reports-publications/cities-towns. An economic and fiscal impact analysis must be completed annually for each year ending December 31, 2019, 2020, 2021, 2022, and 2023.
The firm must have national status with expertise in evaluating convention facilities. The firm must have no conflict of interest with regard to any other work performed for the State of Arizona or the City of Phoenix concerning the Phoenix Convention Center. The Auditor General is the sole authority in determining whether any conflicts of interest exist.
