The Supreme Court administers juvenile supervision and
treatment programs throughout the State to protect communities and
rehabilitate delinquent and incorrigible juveniles. To improve its efforts,
the Administrative Office of the Courts (AOC) should take steps to ensure
that adequate risk, needs, and strengths/protective factors assessments are
completed for all juveniles referred to juvenile court, and that their
progress against case plans is monitored. Further, although the AOC uses a
comprehensive contracting system to obtain juvenile treatment services, it
can improve its monitoring of the contracts by conducting site visits of a
sample of its smaller vendors and reviewing corrective action plans in a
more timely fashion.
