BRITS involves reengineering the Department’s
core business processes and implementing a new information system. It is to be
paid for with increased revenues the system is supposed to generate. This audit
found that BRITS implementation problems have hindered the Department’s ability
to perform some basic functions including billing taxpayers. These problems may
have been minimized if the Department had used an outside advisor and more of
its most knowledgeable staff on the project, and followed IT project management
best practices more closely. The Department has improved its project
management, but BRITS is not yet generating the increased revenue originally
projected. Additionally, the Department needs to ensure that changes to the
BRITS contract are appropriate and documented.
