This performance audit report focused on the
program’s overall effectiveness and automated system. While the child
support program has significantly improved its collections performance in recent
years, many families still receive no support payments. In addition, many
cases still need paternity establishment and support order establishment
services. Therefore, the report recommends that the program work with its
stakeholders to assess the feasibility of seeking additional administrative
authority to establish paternity and support orders and continue to close cases
that meet federal closure criteria. In addition, the report recommends that the
program try some new strategies to get more noncustodial parents to pay their
child support obligations. The audit also found that the program has
successfully implemented a comprehensive automated statewide child support
enforcement system that meets federal certification requirements.
