Arizona Automobile Theft Authority (July 2001, Report No. 01-14)

The Authority does not have enough information to determine its effect on the decline in statewide auto thefts. In order to analyze how well it is combating the problem, the Authority needs to expand its performance measures. It also lacks written grant guidelines for the process it uses to solicit grant applications and distribute grant awards. Without such criteria, it is difficult to determine whether its expenditures are appropriate and equitable. For example, although grant monies are collected statewide, the Authority’s $2.8 million in grant awards benefited only 6 of Arizona’s 15 counties.
