In 2002, the District used its
Proposition 301 monies to substantially increase its average teacher salary
and, although still below the state average of 58.2 percent, increased its
percentage of dollars spent in the classroom from 48.3 percent to 51.2
percent. However, the District’s food service costs were above the average of
comparable districts, reducing the dollars available for spending in the
classroom, and its lack of proper documentation hampers its management of the
transportation program.
